A section of Lakeshore Drive between Pratt Drive and the entrance to the University of New Orleans will be temporarily closed, beginning Monday, to accommodate preparation for the construction of the permanent canal closure and pump station at the London Avenue outfall canal, the Army Corps of Engineers announced late Sunday.

The temporary closure was originally scheduled for Friday, but was postponed because of poor weather.

Weather permitting, the temporary closure will begin at 7 a.m. to allow workers to position cranes, barges and other equipment in the canal. Lakeshore Drive will be reopened to traffic at 5 p.m.

The permanent canal closure and pump stations at the Lake Pontchartrain entrances of the 17th Street, Orleans Avenue and London Avenue canals are designed to reduce the risk of storm surges entering the canals that are caused by hurricanes that have a 1 percent chance of occurring in any year, a so-called 100-year storm.

Pre-construction activities include surveying, soil sampling and test pile driving are either under way or will begin at all three canals in the next few weeks. Major construction activities will begin in the fall.

The existing temporary gates and pumps at the ends of the canals will continue to provide protection from surges caused by 100-year storms until the permanent closure structures are complete. Corps officials say the temporary structures have performed as designed in five named tropical weather events, including Hurricanes Gustav and Isaac, since they were completed in 2006.

Residents and commuters were urged to use caution near the three active construction areas. The corps has established a toll free Construction Hotline at 877.427.0345, and the public also can get regular updates by clicking "like" at the agency's Facebook page.

Mohamed ElBaradei to be named Egypt's interim PM: sources

CAIRO (Reuters) - Mohamed ElBaradei, a former U.N. nuclear agency chief, will be named Egypt's interim prime minister later on Saturday, a presidential source told Reuters.

Interim head of state Adli Mansour was installed on Thursday to oversee a military roadmap to elections, the day after the army overthrew Islamist President Mohamed Mursi.

ElBaradei was among liberal leaders who opposed Mursi and called for the massive protests that showed how the Muslim Brotherhood had angered millions of Egyptians.

Mansour held talks on Saturday with the army chief and political leaders, including ElBaradei, on how to pull the country out of crisis as the death toll from Islamist protests over the army's overthrow of Mursi rose to at least 35.

Mansour later summoned ElBaradei back to the presidential palace, the state news agency reported, without giving more details.

The prime minister will be sworn in at 8 p.m. (2:00 p.m. EDT), state newspaper Al-Ahram reported, not naming who will be sworn in.

Mahmoud Badr, founder of the "Tamarud-Rebel!" movement that organized the mass anti-Mursi demonstrations, told Reuters that he had been informed by an aide to Mansour that ElBaradei had been selected.

A senior official in the Freedom and Justice Party, the Brotherhood's political wing, said he rejected Mohamed ElBaradei's appointment as interim prime minister and described him as Washington's choice.

"We reject this coup and all that results from it, including ElBaradei," Farid Ismail told Reuters at an Islamist gathering in northern Cairo.

Political sources have said ElBaradei, who won the Nobel peace prize for his work as head of the International Atomic Energy Agency (IAEA), would also be acceptable to Western governments that have been reluctant to call the removal of Mursi and his Muslim Brotherhood a military coup.

Beck gave British fans a first taste of his 2012 album ?Song Reader? last night (July 4th) at a London Barbican gig, when he was joined by a host of special guests such as Pulp frontman Jarvis Cocker and members of Franz Ferdinand. Fan footage of a performance of ?Rough On Rats?, which closed the show, can be viewed below.

When first released last year, ?Song Reader? was merely a collection of twenty individual pieces of music, all at-the-time unrecorded and existing only in sheet music form. A portion of it was first brought to life in May when Beck played at the Rio Theatre in Santa Cruz, but yesterday?s show marked a more comprehensive unveiling of the LP, with other special guests including Beth Orton, Charlotte Gainsbourg, Conor O?Brien and Michael Kiwanuka also invited along for the gig.

In addition, artwork exhibitions and amateur interpretations of the songs have been on display during the build-up to the concert itself.

A new GIF from the White House shows the Westboro Baptist Church is most resented in its home state of Kansas and in Newtown, Conn., where it threatened to picket the funerals of children killed in the December massacre. The map, which comes from a White House response to several petitions to classify the group as a hate group, shades ZIP codes by the number of people who signed those petitions. Although the White House finds the church?s activities ?reprehensible,? the response explains, the federal government does not maintain a list of hate groups. The church remains a tax-exempt 501(c)(3)?here?s why.

S&P cuts Nokia rating by one notch to B+

LONDON, July 5 (IFR) - Standard & Poor's downgraded Nokia by one notch to B+, from BB-, on Friday, citing pressure on the company's net cash following its agreement to take over Siemens' 50% stake in Nokia Siemens Network.

"We now anticipate Nokia's net cash could be as low as 1.3 billion euros at the end of 2013," S&P said.

The stable outlook assumes a significant reduction in cash losses and gradual market share improvement, S&P said.
