Paper gold is one of the investment instruments purchased through the securities market.? Physical gold is the real thing ? you can hold it in your hands.? Investing in paper gold offers ways to earn higher profits than by investing in physical gold, but it also has more risk ? you can lose more money. ?By investing in physical gold you take possession of real gold, in coin or bar form, and store it in your own safe deposit box or other commercial depository, or some other safe place you feel comfortable with.

Paper gold, paper silver or similar investment instruments for other precious metals, like platinum or palladium, can be comprised of mining stocks, Exchange Traded Funds, known as ETFs, or futures contracts, for example.? It?s what central banks of sovereign governments own, including the United States Treasury.

Again, investing in the physical form of precious metals costs a little more than paper investments, but you get the most reassurance that you are making an investment that is truly outside the financial system.? Of course, the common way to own gold, silver or platinum is in coin or bar form.? And there is little risk in knowing that you?re getting the real thing if you purchase from a reputable source, as the coins you will typically be buying are manufactured by sovereign government mints, such as the United States or Canada, and are actually legal tender coins, not medallions, that you can use to spend as money.? However, their face values, or denominations, are worth much less than the market values of the gold or silver they contain.

For example, the United States created the American Eagle Bullion coin program in 1986 for the express purpose of allowing Americans to invest in precious metals.? This was in answer to our country banning the importation of the South African Krugerrand coins, in response to that country?s apartheid movement.? The American Eagle coin program mints gold, silver and platinum coins in various sizes, including one ounce, one-half ounce, one-quarter ounce, and one-tenth ounce sizes for gold and platinum and just the once ounce size for silver, because of the much lower market value of silver.? The denominations for the gold coins are $50 ? one ounce, $25 ? half ounce, $10 ? quarter ounce, and $5 ? tenth ounce.? Platinum coin denominations are as follows: $100 ? one ounce, $50 ? half ounce, $25 ? quarter ounce, and $10 ? tenth ounce.? The one ounce American Eagle silver coins carry the denomination of one dollar.? Each coin displays the year it is minted, just like all our other coins that we carry as pocket change.

Similarly, the Canadian government mints precious metal coins, known as Canadian Maple Leaf coins.? Of course, most Americans prefer the American Eagle coins, but because they are so popular in this country, they are often a little more costly to purchase and the U.S. Mint charges about a three percent premium over their precious metals value, again, using gold as an example.? Investors cannot purchase these bullion coins directly from the U.S. Mint.? There are about ten large wholesale firms that are ?Authorized Purchasers? who distribute through the rest of us dealers who then sell to private investors.? Primarily for that reason, many investors purchase the Canadian precious metal coins, which are often less expensive to purchase that the American Eagle bullion coins.? There are also other bullion coins the U.S. government has minted over the years, such as the American Arts Gold Medallion series, which preceded the American Eagle coinage program, the one ounce American Buffalo gold coins, the First Spouse$10 gold bullion coins, the Augustus Saint-Gaudens designed Ultra High Relief gold coin, as well as many commemorative series coins.

The U.S. government does not manufacture precious metal bars for investment.? However, the Royal Canadian Mint does, as do private mints here in the U.S. and around the world, as well as some of the major Swiss banks.? Vintage U.S. gold coins, minted prior to 1934, are a good alternative for investing in gold.? Their premiums over their metal value have come way down to virtually nil during recent years, as the price of gold has climbed.

Lastly, it?s good to know that many of these precious metals products qualify as investments that are allowed in retirement plans, such as IRAs and 401Ks.? This is a great benefit to know for many Americans who can use this investment money to invest in these alternative investments for reasons I cover in other articles about investing in precious metals.? Of course, qualified administrators must be used to set up these investments, but they can be a very safe way to invest in physical precious metals as a hedge against economic turmoil.

(AP) ? After months of wavering, Palestinian President Mahmoud Abbas took a decisive step Monday toward reconciliation with the Islamic militant group Hamas, a move Israel promptly warned would close the door to any future peace talks.

In a deal brokered by Qatar, Abbas will head an interim unity government to prepare for general elections in the Palestinian territories in the coming months. The agreement appeared to bring reconciliation ? key to any statehood ambitions ? within reach for the first time since the two sides set up rival Palestinian governments in the West Bank and Gaza in 2007.

Monday's deal, signed in the Qatari capital of Doha by Abbas and Hamas chief Khaled Mashaal, put an end to recent efforts by the international community to revive long-stalled negotiations between Israel and the Palestinians on the terms of Palestinian statehood. Abbas appears to have concluded that he has a better chance of repairing relations with Hamas, shunned by the West as a terror group, than reaching an agreement with Israel's hardline prime minister, Benjamin Netanyahu.

Netanyahu quickly condemned the Doha deal. "It's either peace with Hamas or peace with Israel. You can't have them both," he said in a warning to Abbas, who has enjoyed broad international support.

In moving closer to Hamas, Abbas risks losing some of that backing and hundreds of millions of dollars a year in aid.

Qatar, awash with cash from vast oil and gas reserves, assured the Palestinians that it would help limit any political and financial damages, according to Palestinian officials close to the talks.

Whether the Palestinian Authority loses any of the roughly $1 billion in foreign aid it received each year may partly depend on the interim government's political platform and Hamas' willingness to stay in the background.

The new government is to be made up of politically independent experts, according to the Doha agreement. If headed by Abbas, devoid of Hamas members and run according to his political principles, it could try to make a case to be accepted by the West. Abbas aides said they were optimistic they could win international recognition.

The Quartet of international Mideast mediators ? the U.S., the U.N., the European Union and Russia ? has said it would deal with any Palestinian government that renounces violence, recognizes Israel and supports a negotiated peace deal. Abbas has embraced these principles, while Hamas rejects them.

Top Abbas aides Nabil Shaath and Azzam al-Ahmed said they are confident the new government will be based on the Quartet principles. In any case, they said, the interim government's focus will be to prepare for presidential and parliamentary elections, not to negotiate with Israel. Such elections won't be held in May, as initially envisioned, they said, but could take place several months later.

In Washington, State Department spokeswoman Victoria Nuland said the U.S. was seeking more information about what was agreed, and that reconciliation was an internal matter for Palestinians.

"What matters to us are the principles that guide a Palestinian government going forward, in order for them to be able to play a constructive role for peace and building an independent state," Nuland said.

"Any Palestinian government must unambiguously and explicitly commit to nonviolence," she said. "It must recognize the state of Israel. And it must accept the previous agreements and obligations between the parties, including the road map. So those are our expectations."

Nuland declined to say if the Fatah-Hamas arrangement would advance or hurt peace talks with Israel. She also appeared hesitant to address Netanyahu's warning to Abbas that the Palestinians can have "peace with Hamas or peace with Israel."

"We maintain that both of these parties ought to stay committed to this process," Nuland told reporters.

The European Union offered qualified support Monday, saying it considers Palestinian reconciliation and elections as important steps toward Mideast peace. The EU, a major financial backer of Abbas' Palestinian Authority, "looks forward to continuing its support," provided the new government meets the Quartet demands, said Michael Mann, a spokesman for EU foreign policy chief Catherine Ashton.

Last year, Abbas and Mashaal struck a reconciliation deal that later became bogged down in disagreement over who would head an interim government. Hamas strongly opposed Abbas' initial choice of Salam Fayyad, the head of his Palestinian Authority.

Fayyad, an economist who is widely respected in the West, said Monday he welcomed the new deal even though it would cost him a job he has held since 2007.

The breakthrough came after two days of meetings between Abbas and Mashaal, hosted by Qatar's emir, Hamad bin Khalifa Al Thani. After the signing, Abbas said that "we promise our people to implement this agreement as soon as possible."

Mashaal also said he was serious "about healing the wounds ... to reunite our people on the foundation of a political partnership, in order to devote our effort to resisting the (Israeli) occupation."

Abbas and Hamas have had bitter ideological differences, with Abbas pursuing a deal with Israel and the violently anti-Israel Hamas dismissing such talks as a waste of time. The rift deepened with Hamas' 2007 takeover of Gaza, which left Abbas with only the West Bank.

However, some of those differences seem to have narrowed in recent months.

Abbas has lost faith in reaching a deal, at least with Netanyahu. Low-level Israeli-Palestinian border talks last month ? an attempt by the international community to revive formal negotiations after more than three years of paralysis ? only highlighted the vast gaps.

The Palestinians want the West Bank, Gaza and east Jerusalem, with minor border adjustments, for their state. Israel's outline of a border deal, presented last month, meant it wants to keep east Jerusalem and large chunks of the West Bank, not enough concessions to keep Abbas engaged.

Mashaal, meanwhile, has been prodding Hamas toward a more pragmatic stance that is closer to that of the group's parent movement, the pan-Arab Muslim Brotherhood. The Brotherhood scored election victories in Egypt and Tunisia in the wake of the pro-democracy protests of the Arab Spring, and has urged Hamas to moderate and reconcile with Abbas.

However, Mashaal represents Hamas in exile and appears to have had differences with the movement's more hardline leadership in Gaza, which stands to lose influence and jobs in a reconciliation deal. Some of the Gaza leaders have resisted Mashaal's push for unity and moving closer to the Brotherhood, Hamas officials have said privately.

It remains unclear how much resistance Mashaal will now face from the Gaza leaders of the movement. One of the biggest challenges of reconciliation ? how to blend the two sides' separate security forces ? remains unresolved.

Ismail Haniyeh, the Hamas prime minister of Gaza, said he welcomed the agreement. Initial reports that a Hamas delegation from Gaza went to Doha were incorrect. The delegation headed to Cairo.

The agreement calls for rebuilding Gaza, which has been largely cut off from the world as part of an Israeli-Egyptian border blockade imposed after the Hamas takeover. The blockade was eased in the past year, but not enough to revive the Gaza economy, including the vital construction industry, and many large-scale projects remain on hold.

Qatar is willing to spend as much as $10 billion to help repair the damage of the rift, including settling mutual grievances by supporters of Hamas and Abbas' Fatah movement who at the height of tensions fought bloody street battles, the Palestinian officials said on condition of anonymity because they were not authorized to discuss the closed-door meetings with reporters. The figure could not be confirmed independently.

Al-Ahmed and Shaath, the Abbas aides, said they expect the composition of the new government to be announced during a Feb. 18 meeting of Palestinian political factions in Cairo.

They said Abbas would set an election date 90 days after the Central Elections Commissions has updated voter records in Gaza, a process that could take several weeks. The initial reconciliation pact envisioned elections in May, but this is no longer realistic, the aides said. Shaath said he believes the voting could take place by July.

Ind. election chief guilty of voter fraud

Indiana's top elections official was convicted of multiple voter fraud-related charges on Saturday, leaving in flux the fate of one of the state's most powerful positions.

Republican Secretary of State Charlie White has held on to his office for more than a year despite being accused of lying about his address on voter registration forms. State law bars anyone convicted of a felony from remaining in office. It wasn't immediately clear how quickly White could be replaced or who might succeed him.

Prosecutors said White used his ex-wife's address instead of a condo he had with his fiancee because he didn't want to give up his $1,000-per-month town council salary after moving out of that district.

A Hamilton County jury found White guilty of six out of seven felony charges, including false registration, voting in another precinct, submitting a false ballot, theft and two counts of perjury. He was acquitted on one fraud charge.

White had vigorously protested the charges in hearings before a state elections panel, but presented no defense during the weeklong trial.

White, 42, has said the charges ignored a complicated personal life in which he was trying to raise his 10-year-old son, plan his second marriage and campaign for the statewide office he won that November. He said he stayed at his ex-wife's house when he wasn't on the road campaigning and did not live in the condo until after he remarried.

White expressed no outward emotion as the verdict was read, and later said outside the courtroom: "'I'm disappointed for my family and the people who supported me."

White and his attorneys said the fate of his elected post remains unknown and ultimately may have to be decided by the governor or state supreme court. "We will review our options," he said.

No sentencing date was set. White's attorney, Carl Brizzi, said he will ask the judge to reduce the charges to misdemeanors because his client has no criminal background and has a long record of public service.

Republican special prosecutor John Dowd said he's also unsure about the fate of White's position, but expressed satisfaction about the verdict.

"We believe it was about someone who violated the law and cheated the system ? and gamed the system," Dowd said. "And, obviously, the jury thought the same way."

White has resisted calls to resign from Democrats and Republicans, including Republican Gov. Mitch Daniels, but state law bars anyone convicted of a felony from remaining in office.

Daniels announced Saturday he had appointed White's chief deputy, Jerry Bonnet, as interim secretary of state.

"I have chosen not to make a permanent appointment today out of respect for the judge's authority to lessen the verdict to a misdemeanor and reinstate the elected office holder," Daniels said in a statement. "If the felony convictions are not altered, I anticipate making a permanent appointment quickly."

A Marion County judge has ruled that White should be replaced by Democrat Vop Osili, the man he defeated by about 300,000 votes in the November 2010 election, but that ruling is on hold pending an appeal.

Attorney Karen Celestino-Horseman, who watched the trial and spoke on behalf of Indiana Democrats following the verdict, said the party believes White's conviction further affirms that Osili should be secretary of state.

"(White) has been convicted, but the judge has left it open for misdemeanor sentencing. That's something that's going to have to be examined," she said.

Lawmakers step up warnings on Egypt military aid (Reuters)

WASHINGTON (Reuters) ? A leading senator warned Egypt's military-led government on Friday that "the days of blank checks are over" as an Egyptian army team huddled with State Department officials to discuss the future of $1.3 billion in annual U.S. military aid.

Senator Patrick Leahy, a Democrat who chairs the Senate subcommittee in charge of foreign aid, issued a blistering attack on Egypt's crackdown on local and U.S.-funded pro-democracy groups and warned that Congress could block future aid unless changes are made.

"We want to send a clear message to the Egyptian military that the days of blank checks are over. We value the relationship and will provide substantial amounts of aid, but not unconditionally," Leahy said in his statement.

Leahy joined a growing number of U.S. lawmakers from both political parties who have expressed outrage over the swoop on non-governmental organizations, which has seen a number of U.S. staffers barred from leaving Egypt.

In two joint letters released on Friday, more than 40 U.S lawmakers warned U.S. Secretary of State Hillary Clinton, Defense Secretary Leon Panetta and Field Marshal Mohamed Hussein Tantawi, the head of Egypt's ruling military council, that U.S. aid to the Egyptian military hung in the balance.

"The absence of a quick and satisfactory resolution to this issue will make it increasingly difficult for congressional supporters of a strong U.S.-Egypt bilateral relationship to defend current levels of assistance to Egypt," the letters said.

Senior State Department officials met a visiting Egyptian army delegation on Thursday and Friday and outlined both the U.S. position on the NGOs and the new conditions that Congress recently imposed on future U.S. military assistance.

Those conditions require Clinton to certify that Egypt's military-led authorities are meeting benchmarked steps toward democratic reform before any new aid package is released.

"They did talk about the assistance certification process," State Department spokesman Mark Toner told a news briefing.

"We consult regularly with Congress, and we also, when we're talking with the Egyptians, make it very clear what Congress is asking us to do in terms of assistance."

The Egyptian Embassy in Washington had no immediate comment on the meetings on Friday, but the military delegation is expected to hold more meetings next week with U.S. lawmakers to discuss the situation.

FAILING GRADES

Toner said that U.S. officials including Assistant Secretary of State Jeffrey Feltman repeated demands that the NGOs' U.S. staffers be allowed to leave.

"We want to see the travel restrictions on these American citizens raised. But in addition, more broadly, we think that the Egyptian government needs to address the status of these non-governmental organizations," Toner said.

Leahy, echoing comments from other senators earlier in the week, said that if the Egyptian government pressed its "assault" on the NGOs, it would mean that several certification requirements could not be met.

"I hope the Egyptian authorities fully appreciate the seriousness of this situation and what is at stake," Leahy said, referring to U.S. assistance which has run about $1.3 billion annually and is a central pillar of Washington's relationship with Cairo.

"They need to permit these organizations to reopen their offices, return the confiscated property, end investigations of their activities and the activities of Egyptian groups, and register them without conditions," he said.

The Egyptian crackdown on the NGOs, which include the National Democratic Institute and the International Republican Institute, have exacerbated strains between Washington and its long-standing Arab ally since the overthrow last year of Egyptian President Hosni Mubarak in a popular uprising.

Those strains tightened last week after an Egyptian judge placed a travel ban on a number of U.S. staff of the two NGOs, which are loosely affiliated with the major U.S. political parties. A handful of those affected, including the son of U.S. Transportation Secretary Ray LaHood, have taken refuge in the U.S. embassy in Cairo.

Egyptian officials say the crackdown is part of a probe into foreign funding of non-governmental organizations.

But civil society groups say the military council ordered the raids to harass activists who were at the forefront of the anti-Mubarak revolt and are now demanding the army hand power immediately to civilians.

India court orders licenses cancelled in telecom scandal (Reuters)

NEW DELHI (Reuters) ? India's Supreme Court ordered on Thursday telecoms licenses issued under a scandal-tainted 2008 sale be revoked, striking a decisive blow against corruption that plagues the country and roiling the world's second biggest cellular market.

The ruling applies to 122 licenses held by eight operators but potentially affects fewer than 5 percent of users in a fiercely competitive market crowded with more than a dozen players.

Market leaders such as Bharti Airtel and British-based Vodafone, which last month scored a big win when the Supreme Court ruled it was not liable for $2.2 billion in tax, are poised to benefit from the ruling.

The licenses affected include those held by Unitech Wireless, a joint venture of Norway's state-backed Telenor and Indian real estate firm Unitech, which has been the most aggressive of the newer operators and had more than 36 million subscribers in the country as of December.

"We have been unfairly treated as we simply followed the government process we were asked to," the Telenor joint venture, which operates as Uninor, said in a statement.

"We are shocked to see that Uninor is being penalized for faults the court has found in the government process," it said.

Telenor shares fell 3.67 percent in Oslo.

Affected license holders can operate for four months, during which regulators will come up with new market rules.

Freed-up spectrum will be auctioned, which could bring a multi-billion dollar windfall to a deficit-strapped government.

The ruling is an embarrassment for Prime Minister Manmohan Singh's government, which oversaw the sale of the licenses at below-market prices, costing the exchequer as much as $36 billion in lost revenues and leading to political gridlock.

The telecoms scandal is the biggest of several that have emerged during Singh's second term and triggered street protests last year.

"It is a historic judgment. It is trying to break a corrupt nexus between business and politics," said political analyst Paranjoy Guha Thakurta, who was one of petitioners in the case.

Two ministers, including former telecoms minister Andimuthu Raja who presided over the 2008 grant process, have resigned. Raja is in jail awaiting trial.

While the ruling may revive investor worries about the uncertainty of doing business in Asia's third-biggest economy, it could also build confidence in the role of the judiciary and broader efforts to crack down on corruption.

"This is one step closer to transparency in policy-making," said Kamlesh Bhatia, research director at Gartner in Mumbai.

BIG PLAYERS BENEFIT

India is the world's second-largest cellular market by subscribers, with 894 million at the end of December, although fierce competition means call rates are among the lowest.

Investors and operators have long called for consolidation in the crowded industry, and Thursday's ruling stands to benefit the country's biggest operators.

"This verdict is good news for established incumbent operators and in the short term, we are likely to see some increase in tariffs," said Benoy C.S., a director at consulting firm Frost & Sullivan.

Shares in Bharti, the world's fifth-largest carrier by subscribers, ended 6.8 percent higher while Idea gained 3 percent, reversing earlier losses. Unitech fell 7 percent.

Carriers whose licenses were ordered revoked include those of the local joint ventures of Abu Dhabi's Etisalat and Russia's Sistema, as well as Telenor.

"For foreign investors, it is very bad news. What mistake did they do? They partnered with Indian companies, invested lots of money and followed the process of that time," said Rishi Sahai, director at consultancy Cogence Advisors.

Affected companies are expected to fight the verdict.

Sistema's India unit said it "reserves the right to protect its interests by using all available judicial remedies".

India's big operators crave more bandwidth to accommodate surging usage in the country of 1.2 billion, so if the spectrum is auctioned it could command a premium.

The state auditor has said the spectrum bundled with the 122 licenses would be worth $22.7 billion at the price paid in the 3G auction in 2010, although 2G spectrum is likely to command a lower price.

"Whether this auction will be opened for all operators or will be open only for the people whose licenses are being cancelled -- that will determine the demand-supply equation," said Ashish Basil, a partner in Ernst & Young's telecom group.

BATTERED IMAGE

India's image as an investment destination was dented over the past year as the economy slowed, government reforms stalled and the telecoms scandals along with high profile graft cases heightened concerns about government policies.

"This is a collective failure of the government of India," Subramanian Swamy, an opposition politician and also a petitioner in the case, said following the ruling.

In declaring the licenses "illegal and quashed," the court said in its ruling that the process of awarding them "was wholly arbitrary, capricious and contrary to public interest apart from being violative of the doctrine of equality".

Police have charged six companies and 19 people, among them a billionaire owner of the Essar Group; top executives of Telenor's and Etisalat's India ventures and three from billionaire Anil Ambani's Reliance Group.

Executives arrested in the telecoms case have been released on bail. Telenor and Etisalat say the case should not involve them because the licenses were issued before they bought into the Indian market.

Other owners of licenses ordered cancelled include Loop Telecom Pvt Ltd; Videocon Telecommunications, part of India's Videocon group; and S-Tel, part-owned by Batelco. Thirteen licenses held by Idea, of which it is using seven, and three by Tata Teleservices are also affected.
