Oklahoma to allow horses to be slaughtered for meat

OKLAHOMA CITY -- Oklahoma took a step toward allowing livestock owners to slaughter horses for food on Friday when the governor signed a bill that permits the practice, but processing plants must first be authorized by the federal government.

Governor Mary Fallin's action legalized the slaughter of horses so that their meat may be prepared and packaged for export. But slaughterhouses must get U.S. Department of Agriculture authorization, Fallin said.

The slaughter of horses for food had been illegal in Oklahoma since 1963 and was carried out only in Texas and Illinois until Congress stopped it in 2006. The congressional ban was lifted in 2011.

Fallin said horse slaughterhouses in Oklahoma would use more humane practices than those in Mexico because they would be inspected by federal authorities.

Horse meat was at the center of a scandal that erupted in Europe in January, when testing in Ireland revealed that some beef products also contained equine DNA.

The United States Humane Society and animal rights activists opposed the new law in Oklahoma, while livestock interests said the change preserves their private property rights and will benefit horse owners.

(AP) ? Big business and major labor unions appeared ready Friday to end a fight over a new low-skilled worker program that had threatened to upend negotiations on a sweeping immigration bill in the Senate providing a pathway to citizenship for 11 million illegal immigrants already in the U.S.

Sen. Chuck Schumer, D-N.Y., who's been brokering talks between the AFL-CIO and the U.S. Chamber of Commerce, said in a statement that negotiators are "very close, closer than we have ever been, and we are very optimistic." He said there were still a few issues remaining.

The talks stalled late last week amid a dispute over wages for workers in the new program, and senators left town for a two-week recess with the issue in limbo. Finger-pointing erupted between the AFL-CIO and the chamber, with each side accusing the other of trying to sink immigration reform, leaving prospects for a resolution unclear.

But talks resumed this week, and now officials from both sides indicate the wage issue has been largely resolved. An agreement would likely clear the way for a bipartisan group of senators to unveil legislation the week of April 8 to dramatically overhaul the U.S. immigration system, strengthening the border and cracking down on employers as well as remaking the legal immigration system while providing eventual citizenship to millions.

"We're feeling very optimistic on immigration: Aspiring Americans will receive the road map to citizenship they deserve and we can modernize 'future flow' without reducing wages for any local workers, regardless of what papers they carry," AFL-CIO spokesman Jeff Hauser said in a statement. "Future flow" refers to future arrivals of legal immigrants.

Under the emerging agreement, a new "W'' visa program would bring tens of thousands of lower-skilled workers a year to the country. The program would be capped at 200,000 a year, but the number of visas would fluctuate, depending on unemployment rates, job openings, employer demand and data collected by a new federal bureau pushed by the labor movement as an objective monitor of the market.

The workers would be able to change jobs and could seek permanent residency. Under current temporary worker programs, workers can't move from employer to employer and have no path to permanent U.S. residence and citizenship.

The new visas would cover dozens of professions such as long-term care workers and hotel and hospitality employees. Currently there's no good way for employers to bring many such workers to the U.S.; an existing visa program for low-wage nonagricultural workers is capped at 66,000 per year and is supposed to apply only to seasonal or temporary jobs.

The Chamber of Commerce said workers would get paid actual wages paid to American workers or the prevailing wages for the industry they're working in, whichever is higher. The Labor Department determines prevailing wage based on rates prevailing in specific localities, so that it would vary from city to city.

The labor organization had accused the chamber of trying to pay workers in the new program poverty-level wages, something the chamber disputed.

There was also disagreement about how to deal with certain higher-skilled construction jobs, such as electricians and welders, and it appears those will be excluded from the deal, said Geoff Burr, vice president of federal affairs at Associated Builders and Contractors. Burr said his group opposes such an exclusion because, even though unemployment in the construction industry is high right now, at times when it is low there can be labor shortages in high-skilled trades and contractors want to be able to bring in foreign workers. But unions pressed for the exclusion, Burr said.

The low-skilled worker issue had loomed for weeks as perhaps the toughest matter to settle in monthslong closed-door talks on immigration among Schumer and seven other senators, including Republicans John McCain of Arizona and Marco Rubio of Florida. The issue helped sink the last major attempt at immigration reform in 2007, when the legislation foundered on the Senate floor after an amendment was added to end a temporary worker program after five years, threatening a key priority of the business community.

The amendment passed by just one vote, 49-48. President Barack Obama, a senator at the time, joined in the narrow majority voting to end the program after five years.

To Hold Senate Majority, Democrats Turning to Moderates

When Ashley Judd announced she wasn?t running for the Senate, Republicans greeted the news with glee, sending out a list of 10 other Democratic recruits uninterested in running against Minority Leader Mitch McConnell.?But privately, leading Democratic officials were also cheering. Most viewed the liberal actress?s decision as good news for their chances in Kentucky, allowing a more-moderate candidate, such as Secretary of State Alison Lundergan Grimes, to run instead.

The efforts to woo a moderate Democrat to defeat McConnell are part of the Democratic Senatorial Campaign Committee?s plans to compete in the most inhospitable territory for Democrats -- for open seats in Georgia, South Dakota, West Virginia, and?possibly, even?in Kentucky against the powerful and well-funded Senate minority leader. Facing a challenging political landscape in 2014, the party is close to landing credible candidates in all of those states.

The DSCC doesn?t divulge details about its recruitment strategy, arguing that many of the media reports about its preferred candidates are hogwash. But it?s clear that, in the spirit of former Chairman Chuck Schumer, it is playing an active role behind-the-scenes to ensure that electable Democrats emerge as nominees.

Already the committee is boasting that Georgia is their best pickup opportunity; the field of Republican candidates there for the seat of retiring Sen. Saxby Chambliss currently looks underwhelming. Moderate Rep. John Barrow, one of the few Democrats who could put the seat in play, now sounds as open as ever to running.

In West Virginia, party officials are excited about the looming candidacy of lawyer Nick Preservati, a first-time candidate who is planning to distance himself from national Democratic positions on energy and run in the mold of popular Sen. Joe Manchin. Preservati has family ties to the coal industry, which could defang attacks from Republicans eager to tie the nominee to the White House?s environmental regulations.

And in South Dakota, party officials are working to avoid a potential primary between two well-known Democrats: U.S. Attorney Brendan Johnson, the son of Sen. Tim Johnson, and former Rep. Stephanie Herseth Sandlin, who proved her bipartisan appeal, winning statewide elections to the House from 2004 to 2010. The committee won?t talk about what it?s doing, but South Dakota Democratic Party Chairman Ben Nesselhuf saidhe expects the party to coalesce behind one Democrat and avoid a messy primary.

?It?s [finding] a candidate who?s in line with their state and will do what?s best for the people of their state,? said Democratic Senatorial Campaign Committee spokesman Justin Barasky. ?The main point is that Democrats know how to win in red states.?

To be sure, Democrats start out as underdogs in all four of these red-state races and may end up struggling to compete in any of them. But given that Republicans need to net six Senate seats to take the majority, even one upset victory behind enemy lines would be crucial.

That?s what made the prospect of the party rallying behind Judd so at odds with the committee?s strategy.?The DSCC was publicly noncommittal about her potential candidacy, even after meeting with her and without any other candidates actively looking to run.?In the run-up to the 2012 election, the committee never hesitated to telegraph its support for favored candidates, even if they faced the prospect of a primary. And only after Judd announced she wasn't running before the committee released a radio ad blasting McConnell -- a signal they expect to aggressively contest the race, but with Grimes or a moderate candidate better suited to the Kentucky electorate.

The Democratic activity in deeply conservative states stands in contrast, at least for now, to the lack of GOP movement against three Democratic senators in battleground states. Sens. Al Franken of Minnesota, Jeanne Shaheen of New Hampshire, and Mark Udall of Colorado have no announced Republican opponents ? even though all represent states where Obama won less than 53 percent of the vote in 2012.

"The DSCC is getting used to having tough cycles in terms of the map," Barasky said, "but if you look at the math, the path to six for [Republicans] is daunting."?

Commute From Earth To Space Station Just Got Shorter

Three astronauts have arrived at the International Space Station after being the first to try out a new "express" route that slashes their launch-to-docking commute from two days to just six hours.

The crew of the Soyuz capsule, Russians Pavel Vinogradov and Alexander Misurkin and American Chris Cassidy, docked with the ISS late Thursday after blasting off from the Baikonur Cosmodrome in Kazakhstan. En route to the station, they made "only four orbits instead of the usual two-day launch-to-docking mission profile for a Russian spacecraft," NASA says.

Although the expedited trip has been successful twice before with unmanned cargo-carrying Soyuz capsules known as Progress, the mission that docked Thursday is the first manned crew to accomplish the feat. The BBC says the speedy launch-to-docking was accomplished by "using intricate ballistics maneuvers [that] succeeded in cutting out around 30 orbits and 45 hours from the flight time to the ISS."

According to Space.com, the procedure for the shorter flight is basically a compressed version of the longer one.

Not only does this save time for the crew, stuffed as they are in the cramped Soyuz, but since the Russian capsule can fly autonomously in orbit for only about four days, the shorter commute also means more fuel, oxygen and other supplies can be conserved for a possible emergency.

If you change your position from sitting to standing during phone conversation, it will definitely help you to make muscles relax.

To alter day to day tasks and work productively, embrace the following ways:

  • Make a planning for both work and play in such a way that you don?t need to perform the same task over a long period.

Lawmakers invite divisive Indian Hindu nationalist to visit

NEW DELHI (Reuters) - A visiting U.S. congressional delegation on Thursday invited the chief minister of India's Gujarat state, Narendra Modi, to the United States, despite the fact that Washington has denied him a visa since 2005 because of deadly religious riots.

The invitation was a symbolic victory for Modi, a popular but divisive Hindu nationalist leader who is widely seen as harboring ambitions to become prime minister in 2014 and has been trying to win greater international acceptance.

However, the offer from Republican members of the U.S. House of Representatives is not likely to influence whether he eventually receives a visa from the State Department, which said such invitations have "no bearing" on their decisions.

Modi is accused by critics of not doing enough to stop - or of even quietly encouraging - riots in 2002 in which at least 1,000 people, mainly Muslims, were killed. He has denied the accusations but they have cast a shadow over his political ambitions and for years he was shunned by the West.

Indian media saw Thursday's visit by Representatives Aaron Schock, Cathy McMorris-Rodgers and Cynthia Lummis as a public relations coup for Modi, who has been trying to cultivate an image of a statesman. He quickly tweeted that the congressional delegation had lauded his leadership abilities.

It was the highest level U.S. delegation to meet Modi since the riots, an official in Modi's office said. The United States has maintained links with his administration at a consular level. U.S. companies such as Ford Motor Co. have major operations in Gujarat.

Schock, an Illinois congressman, told a news conference that American business leaders had encouraged him to visit Gujarat "because unlike other places in India our foreign investment is welcome".

"My colleagues and I were thoroughly impressed with our meeting with Modi and I will tell you that he is a very dynamic person and he has a pretty impressive track record here in the state of Gujarat.

"We extended an invitation to the chief minister to come to the United States and share with our colleagues some of what he's done here in the state."

McMorris-Rodgers, who is from Washington state and is the fourth-ranking Republican leader in the House of Representatives, said U.S. lawmakers would work with the Obama administration to ease the travel curbs on Modi.

The issue of human rights was not discussed during the 90-minute meeting, an official in Modi's office said.

There was no immediate comment from the State Department but Robert Blake, the U.S. Assistant Secretary of State for South and Central Asia, said in February that the United States was not reconsidering its policy towards Modi.

"Visa decisions for all individuals are grounded in U.S. law and made by the Department of State on a case-by-case basis," said a U.S. State Department spokeswoman. "An invitation from a U.S. lawmaker has no bearing on any decision regarding potential visas."

"This case is no different. There has been no change to our visa policy. Our longstanding policy with regard to the Chief Minister is that he is welcome to apply for a visa and await a review like any other applicant," she added. "I am not going to speculate about what the outcome might be."

Ohio prosecutor drops charge against Pa. groundhog

CINCINNATI (AP) ? Phil is off the hook.

A winter-weary Ohio prosecutor who filed a tongue-in-cheek criminal indictment against the famous Pennsylvania groundhog over his "prediction" of an early spring dropped the charge Tuesday. Butler County Prosecutor Mike Gmoser said Punxsutawney Phil has a "defense with teeth in it" since the animal's handler is taking the blame.

The Groundhog Day celebration in Punxsutawney, about 65 miles northeast of Pittsburgh, attracts worldwide attention each year. But when Gmoser filed his indictment last week after snow was forecast to fall after the official start of spring, renewed attention made it feel like Feb. 2 all over again.

Bill Deeley, president of the Punxsutawney Groundhog Club's Inner Circle, said Monday the furry prognosticator had actually predicted six more weeks of winter, but he mistakenly announced an early spring because he failed to correctly interpret Phil's "groundhog-ese."

"Now it turns out, Punxsutawney Phil is little more than a scapegoat," Gmoser wrote in the dismissal.

That's a sharp contrast to last week, when Gmoser had written: "Punxsutawney Phil did purposely, and with prior calculation and design, cause the people to believe that spring would come early."

Deeley said Tuesday that going after the groundhog probably gave prosecutors some relief from the challenges they normally face bringing murderers, drug dealers and other criminals to justice.

Meanwhile, Phil seemed unfazed by the charge.

"No, he's not worried," Deeley said. "He's getting three square meals a day, and a lot of rest."

He also said the community appreciated all the extra publicity, which he said "you couldn't put a dollar figure on." Gmoser's office said he had also received hundreds of calls.

Deeley wanted to be sure Tuesday he wouldn't be the prosecutor's next target, but Gmoser said it was time to move on.

"Truly, I have really serious work to do in Butler County," he said from his office in Hamilton, some 25 miles north of Cincinnati, even as snowflakes dropped from the skies. "Let's end it on a high note."

He assured Ohio's lesser-known fuzzy forecaster, Buckeye Chuck, he won't face prosecution for his own erroneous prediction. Chuck, it turned out, was granted immunity after agreeing to cooperate with the state.

"I'm kind of done with animal cases," Gmoser said. "Maybe another prosecutor can go after the Easter Bunny." __

Boeing sets initial 787 check flight, NTSB plans forum

WASHINGTON (Reuters) - Boeing Co said it plans a two-hour flight of a company-owned 787 airliner on Monday, to be followed by ground and flight certification tests of proposed changes to the 787's lithium ion batteries in coming days.

Monday's flight would be used to validate that all systems on the new airliner - which has been grounded since mid-January after battery failures on two separate aircraft - are working as designed, said Boeing spokesman Marc Birtel. Boeing plans to use Line Number 86, which was built for LOT Polish Airlines.

Once data from the flight had been analyzed, Boeing said it would prepare for a ground and flight demonstration aimed at certifying the company's proposed changes to the battery system, a key step toward getting permission from the Federal Aviation Administration to resume flights of the grounded plane.

"The plan is to conduct one certification demonstration flight. That flight, which will take place on Line 86, will demonstrate that the new battery system performs as intended during flight conditions," Birtel said in a statement.

Separately, the U.S. National Transportation Safety Board on Monday said it would hold a two-day forum April 11-12 to examine the design and performance of lithium-ion batteries in transportation - a comprehensive review sparked by battery failures on two Boeing Co 787 Dreamliners in January.

The public forum will examine the design and development of various lithium-ion batteries, how their use and manufacturing are regulated, and the use and safety of such batteries in various modes of transportation.

The U.S. Federal Aviation Administration grounded all 50 Boeing 787s in use worldwide in January after failures of two batteries on two separate aircraf - one parked at the Boston airport, and the other forced to make an emergency landing in Japan.
